The Roadmap to End Global Hunger and Promote Food Security Act of 2009 (H.R. 2817)

On June 11, 2009, U.S. Representatives  Jim McGovern (D-Mass.) and Jo Ann Emerson (R-Mo.) introduced the Roadmap to End Global Hunger and Promote Food Security Act of 2009 (H.R. 2817, Roadmap Act). The legislation is based on the recommendations outlined in “The Roadmap to End Global Hunger,”  a report released in February 2009 by Friends of WFP and a broad-based coalition of nonprofit organizations. While the United States has played a critical role in providing emergency food assistance, almost one billion continue to suffer from hunger, and another 2 billion people are undernourished. Not only is global hunger a perennial humanitarian problem, but it is also a threat to both national security and global productivity. This bill outlines a comprehensive U.S. government strategy and the mechanisms necessary to coordinate the strategy to effectively address global hunger and improve food security. Learn more »

The Global Food Security Act of 2009 (S. 384, H.R. 3077)

In February 2009, Senators Richard Lugar (R-Ind.) and Robert Casey (D-Penn.) introduced the Global Food Security Act (S.384) to increase funding for agricultural development, a key recommendation in “The Roadmap to End Global Hunger.” In June 2009, Representative Betty McCollum (D-Minn.) and Representatives Donald Payne (D-NJ) and Jo Ann Emerson (R-Mo.) introduced version of the Global Food Security Act in the House (H.R. 3077).  Both bills authorize increased resources for long-term rural development and poverty alleviation, promote agricultural research and higher education, establishe a White House coordinator to develop a global food security strategy and create an emergency fund to improve U.S. emergency response to food crises.
